Government Hajj Scheme vs Private Hajj  Which Should You Choose?

This is the first question every Pakistani planning Hajj asks. Here is a clear, honest comparison:

Factor Government Scheme Private Hajj (Our Packages)
Selection Method Balloting (Lottery) First Come, First Served – No Ballot
Cost (2026 Reference) PKR 1,075,000 – 1,250,000 PKR 1,400,000 – 2,500,000+
Hotel Quality Standard Government-Allocated Your Choice: 3-Star to 5-Star
Mina Camp Government-Assigned Maktab A, B, or C  Your Choice
Group Size Large (Hundreds per Group) Smaller, Personalised Groups
Duration Long (38–42 Days) or Short (20–25 Days) Flexible  Typically 25–35 Days
Personal Guide Group Muallim (Shared) Dedicated Urdu Group Guide
Flexibility Fixed Schedule, No Customisation Customisable Within MORA Policy
Madinah Stay Included (Pre or Post Hajj) Included  7-10 Nights
Pre-Hajj Umrah Included Included
Who It Suits Budget-Focused Pilgrims Comfortable with Large Groups Pilgrims Wanting Better Facilities & Smaller Groups

Our honest recommendation:

Choose the Government Scheme if: you are comfortable with the balloting process, your primary concern is cost, and you are physically robust enough for the longer walking distances of Maktab C in extreme June heat.

Choose Private Hajj if: you want guaranteed placement without balloting, prefer better hotel proximity and Mina camp quality, are travelling with elderly parents or family members, or want the security of a dedicated guide and smaller group.

Maktab A, B and C  What is the Difference?

The Maktab system is the most important factor in your Hajj experience that most pilgrims don’t fully understand before booking. Here is a clear explanation:

What is a Maktab?

A Maktab is your Saudi-assigned service zone for the days spent in Mina (the tent city outside Makkah where pilgrims stay during the Hajj days). It determines three things: the distance from your tent to Jamarat (where you stone the pillars), the quality of your tent facilities, and the standard of meals and services during the Hajj days.

The Jamarat  the three pillars representing the devil  must be stoned on the 10th, 11th, 12th, and 13th of Dhul Hijjah. Pilgrims walk from their Mina tents to Jamarat to perform this ritual. In June heat of 44–47°C, this walk is the most physically demanding part of Hajj. Distance matters enormously.

Maktab A – Premium (5-Star / Luxury packages)

  • Distance to Jamarat: 300–700 metres
  • Tent facilities: Fully air-conditioned, private bathrooms, hot and cold water
  • Meals: Premium 3-meals-per-day service with multiple menu options
  • Camp capacity: Fewer pilgrims per tent (8–15 persons)
  • Transport: Haramain Train access or premium coach service
  • Best for: Elderly pilgrims, families, first-time Hajjis who want maximum support, anyone with health concerns

Maktab B – Standard (Standard packages)

  • Distance to Jamarat: 700 metres – 1.5 kilometres
  • Tent facilities: Air-conditioned, shared bathroom facilities, adequate utilities
  • Meals: Standard 3-meals-per-day
  • Camp capacity: 15–25 persons per tent
  • Transport: Coach transfers to Jamarat included
  • Best for: Pilgrims seeking the balance between comfort and cost

Maktab C – Economy (Economy packages)

  • Distance to Jamarat: 1.5–2.5 kilometres
  • Tent facilities: Air-cooled (not fully air-conditioned), shared facilities
  • Meals: Basic standard meals
  • Camp capacity: Up to 30–40 persons per tent
  • Transport: Coach transfers, longer journey times
  • Best for: Young, physically fit pilgrims prioritising cost

Critical note for families and elderly pilgrims: In June Hajj heat, the difference between a 400-metre walk (Maktab A) and a 2-kilometre walk (Maktab C) to Jamarat is the difference between a manageable ritual and a serious physical challenge. We strongly recommend Maktab A or B for elderly parents, those with heart conditions, diabetes, or mobility issues.

9 Dhul Hijjah – Day of Arafah – THE DAY OF HAJJ After sunrise, move to the plains of Arafat. The Prophet ﷺ said: “Hajj is Arafah.” (Tirmidhi). This is the most important day of the entire Islamic year — the day when Allah descends to the lowest heaven and forgives the greatest number of people of any day. From Dhuhr to sunset, pilgrims remain on the plains in continuous du’a, dhikr, and tears. There is no experience in Islam comparable to Wuquf at Arafat. After sunset, move to Muzdalifah.

These are days of celebration, gratitude, and continued worship. Pilgrims who wish may leave Mina after stoning on the 12th (before sunset)  called “Ta’jil” (early departure). Remaining until the 13th earns greater reward.

Economy Hajj Package — PKR 1,400,000 (Maktab C)

Ideal for: Physically fit, budget-conscious pilgrims comfortable with longer walking distances.

Maktab C camps are located 1.5–2.5km from Jamarat in Mina. In June temperatures of 44–47°C, this walk is significant. However, thousands of Pakistani pilgrims complete Hajj every year at Maktab C — particularly younger and fitter pilgrims who pace themselves carefully.

Makkah hotel: 3-star, 1.5–2km from Haram. Shuttle service to Haram included. Madinah hotel: 3-star, 500–800m from Nabawi. Mina tent: Air-cooled, shared facilities, basic meals.

Standard Hajj Package — PKR 1,750,000 (Maktab B)

Ideal for: Most Pakistani families — a responsible middle ground between comfort and cost.

Maktab B offers genuinely comfortable Mina tents with air-conditioning and shared but adequate bathroom facilities. Makkah hotel within 500m–1km of the Haram. The most popular tier among our private Hajj clients.

Makkah hotel: 4-star, 500m–1km from Haram. Madinah hotel: 4-star, 200–400m from Nabawi. Mina tent: Air-conditioned, shared bathrooms, 3 meals per day.

5-Star Luxury Hajj Package — PKR 2,200,000+ (Maktab A)

Ideal for: Elderly pilgrims, families with children, those performing Hajj for the first time or with health considerations.

Maktab A is not a luxury indulgence  for elderly parents and those with health conditions, it is a practical necessity. A 400–700 metre walk to Jamarat vs a 2.5 kilometre walk in 46°C heat is the difference between completing the ritual comfortably and experiencing a medical emergency. We have seen the difference firsthand over 12 years of Hajj operations.

Makkah hotel: 5-star, Haram-adjacent (Fairmont, Swissotel, or Conrad). Walking distance to Masjid al-Haram. Madinah hotel: 5-star, 100–200m from Nabawi (Movenpick, Hilton, or Oberoi). Mina tent: Fully air-conditioned, private bathrooms, hot and cold water, premium 3-meals service, tent for 8–12 persons. Additional: VIP airport handling, dedicated personal guide, private hotel transfers.

“Alhamdulillah — performed Hajj with this team on the Maktab A package. My father is 76 years old. The proximity of our Mina tent to Jamarat — just 500 metres — made the stoning possible for him without any hardship. The guide was with us every step. My father returned a Hajji. I cannot put into words what that means. Jazak Allah khair to the entire team.”

Day of Arafah — I wept from Dhuhr to sunset and I have no words for what I felt. The package was managed professionally from start to finish. Will recommend to everyone.”

She performed every Jamarat stoning on foot, attended Arafah in full, and completed her Tawaf al-Wida. She came home a Hajjah. The cost was worth every single rupee.
